15 Spice Rub

I played with this rub for quite sometime before settling on these ingrediants.This rub goes with just about any meat.
3 Tbsp chilli powder 3 Tbsp Mexicon chilli powder                        New and Improved
3 Tbsp paprika 3 Tbsp Hungarian paprika                                   New and Improved
4 tsp Thyme
2 tsp Coriander
2 tsp Cumin
2 tsp Celery seeds ground
4 tsp Yellow Mustard seeds Ground
4 tsp Oregano
2 Tbsp Salt
4 tsp Black Pepper corns Ground
4 tsp Garlic powder
4 tsp Onion powder
2 tsp Cayenne powder
1 tsp Allspice powder
2 tsp Savory (For birds only)
This Rub I like the best.I hope you'll try it and enjoy it too.

Looks like a good recipe, but I have a few questions.

1) -  Ceyon powder? Do you mean Ceylon? (Sri Lanka) Cinnamon.

2)- Just to make sure on my measurements; when you end an ingredient with the word ground, chopped minced etc, it generally means your measure the item in it's whole form; such as seeds, cloves etc; then grind, chop or mince them. For your recipe are you using the seeds as measurement for the celery, mustard, and black pepper then grinding; or are you using the ground form of these ingredients for measurement?

1 cayenne pepper(the hot stuff)
2 Measurements for whole seeds are taken before seeds are ground
