Looks like a spoof to me, some good video editing. Just my thoughts of course!
It's a reflection of someting, probably being shot through a window and the reflection is off the glass from behind the camera. As it appears and begins moving up and to the right, look left and see the two white lights also paralleling the track, and faint reflection imagery in between the two.

No need for photoshop on this one. Can you say lens flare or ghosting. Pretty common when you have a very bright highlight with a darker background. Not all lens flares are the same, depending on which lens element surface is flaring or reflecting. Camera lenses are made up of a number of pieces of glass - any of which can flare or reflect. Modern lens coatings minimize this, but any dirtiness on the lens can exacerbate the problem. Flares are quite often inverted images of the bright highlight. If you look closely you can see the "moving" flames at the bottom of the "ghost" image. All flares radiate out of the highlight that is the cause (the fire in this instance). Notice the "ghost" moving as the camera moves. Notice that the image moves as if radiating from the fire. The closer the fire is to the center lens axis the "closer" to the fire the "ghost" is. The further from the center lens axis the fire is - the further from the fire the "ghost" is. That is why the "ghost" seems to be going faster than the panning of the camera. And then notice as the camera pans up, the "ghost" also goes up. If you deal with cameras much you deal with lens flare and ghosting. Some lenses are more prone. It can be especially bad while using some filters.
I think I will go along with what Caney has written. It does appear to be the inverted image of the flames burning
watched it again and ive concluded that ,the end is near repent repent,get all your smoking supplies before the looting starts.jokes ,you can see some glare artifacts follow the horse .yep glare ,neat affect tho .reminds me of the cheesey effects in some old movies
