Title: insta cure # 1 question

When using insta cure # 1 in a brine and it says 3 oz per gallon, is that 3 oz measure  in a scaled cup .. or 3 oz weight on a scale?

It is 3 oz on a scale.

If you don't have a scale there is an accurate conversion chart in the below link.

You can use as little as 1.5 oz. per gal. up to 4.2 oz. per gal. The higher amounts will give you more color and "flavor"; the lower amount will give you less color and flavor. Though if the recipe calls for 3 oz. and you use 4 oz., you should adjust the amount of salt accordingly. Staying within the above range will is safe for food protection and within sodium nitrite levels. I like to use 3 to 3.2 oz. per gallon.
