What is ECA? Is it just the GB that is in these? Thanks.

This may be a dumb question and is something I have never thought of before, but are all electric motors variable speed or do they need  different winding on the stator? Can you just hook a dimmer control to any motor and vary it's speed? I don't know why I don't know this but it has never crossed my mind before.
