When you are smoking baby backribs, do you turn on the oven part of the smoker or just the smoker part?

you turn on both. If you want, after the smoke you can turn off the smoke generator, but is provides extra heat so most people leave it on. You always keep the oven part on unless you are cold smoking.

Thank you.  Is the cold smoke just to capture all of the flavors without overcooking?

Cold smoking is when you want to add smoke flavor without cooking.
A great example would be smoking cheese:  You want to add that great smoke flavor without having it melt on you.
