6-rack DBS - Voltage at back of rack is 40VAC. Is this correct?

Measured at three places.  Is this correct?  Is the voltage stepped down in the controller?

No. A relay on the control board sends the 110V to the burner.

I would try another VOM and insure good metal-to-metal contact because it is very unlikely that an enclosed relay would have defective points.
